Jim
Rounds is the Senior Vice President and Senior Economist with Elliott
D. Pollack and Company. Mr. Rounds specializes in preparing economic
analyses for both public and private sector entities, including
economic overviews related to the national and state economies.
Mr. Rounds has experience with regional economic development projects,
housing market and general real estate industry reports, and is
knowledgeable about the state budget and tax code. In addition,
Mr. Rounds assists with the preparation of economic and revenue
forecasts for Maricopa County, and has experience in economic development
on tribal lands.
Mr. Rounds is a member of the Arizona Economic Round Table, is a
member of the Arizona Department of Commerce's Economic Research
Advisory Council, and participated as an economic researcher and
co-authored a tax analysis for the Governor's Citizens' Finance
Review Commission. In addition, through his employment with Elliott
D. Pollack & Company, Mr. Rounds has contributed his expertise related
to fiscal policy and economic development to a number of other groups
and organizations including the Arizona Blue Chip Economic Indicators
and various Arizona Town Hall programs. Mr. Rounds also contributes
articles to the Company's web page.
Mr. Rounds has spoken on the national and state economies at a number
of conferences, seminars, and organization meetings including the
Arizona Association of Counties, Rural Development Conference, Valley-wide
Budget Professionals, American Public Works Association - Arizona
Chapter, Arizona Planning Association, Arizona Mini-Storage Association,
Rotary Club meetings, alumni organizations, and many others.
Prior to his employment with Elliott D. Pollack and Company, Mr.
Rounds served as a Senior Economist with the Arizona Joint Legislative
Budget Committee, the budget and economic analysis arm of the Arizona
Legislature. As an employee of the Arizona Legislature, Mr. Rounds
was responsible for analyzing and forecasting a variety of state
taxes, including the corporate income tax and the vehicle license
tax. Mr. Rounds also has experience working with individual income
taxes, state tax credits, lottery revenue collections, and worked
on a number of other high profile issues for the Legislature including
the Tourism and Sports Authority initiative and the Citizens for
Growth Management initiative.
In addition to his tax analysis duties, Mr. Rounds was responsible
for analyzing state agency budgets, and for making spending recommendations
to legislative committees. During his five year career with the
Joint Legislative Budget Committee, Mr. Rounds analyzed 25 different
state agency budgets, including the Land Department, Department
of Commerce, Office of Tourism, Lottery Commission, Department of
Gaming, and the Motor Vehicle Division.
Mr. Rounds has a Bachelor of Science degree and a Master of Science
degree in Economics from Arizona State University.
